The Bill (Reg. No. 4099) envisages reforming of the Security Service of Ukraine, imposing a moratorium on realization of law-enforcement duties by the Security Service of Ukraine as to pre-trial inquiry, arrest and detention of people. The Bill also curtails budgetary allocations for the Security Service of Ukraine for 2009 by two times. The State budget funds for performance of special operations and other objectives of the Security Service of Ukraine shall be allocated on approval by the Committee on National Security and Defence, on conditions of parliamentary control.
However, the Committee members believe that the Security Service of Ukraine shall be reformed not partially, as envisaged by the Bill, but comprehensively, on the basis of State programs and concepts.
